From 2006 to 2007, Locus Founder and CEO Jean-Paul Gauthier served as Senior Technical Advisor on the World Bank's Bangladesh Investment Climate Facility (BICF). Jean-Paul helped draft a new economic zones law and improved the performance of the Bangladesh Economic Zones Authority (BEZA), particularly with regard to social and environmental regulation and streamlining procedures.
The BICF's focus on social and environmental concerns was highly effective. BEZA established a dedicated labor team and an environment team, which regularly visited facilities, assisted employers with compliance, and anonymously responded to complaints. As a result, the labor and environmental performance of businesses in the economic zones has come to exceed the general performance of businesses outside the zones.
