From 2005 to 2006, Locus founder and CEO Jean-Paul Gauthier served as Senior Advisor on a World Bank project to review Tajikistan's investment law.
Despite numerous calls for private investment by President Rahmonov, Tajikistan had only attracted an average of $27 million/year in foreign investment. The 1992 Law on Foreign Investment contained serious limitations, failed to address important issues, and contradicted other laws. For example, foreign investment could only be made by acquiring, merging with, or taking over a domestic company and only under certain conditions. In 2007, the law was updated by the passage of the Law of the Republic of Tajikistan on Investments.
