Nigeria's non-oil industries face serious administrative barriers imposed by sub-national (state) governments. These barriers prevent the economy from diversifying away from natural resource dependency.
Locus founder and CEO Jean-Paul Gauthier helped address this problem in 2007 when he served as a senior advisor on the World Bank's Nigeria Sub-national Investment Climate Program. Jean-Paul helped lead diagnostics of regulatory barriers imposed at the state level, which helped guide the Bank's reform recommendations and its identification of implementation challenges.
