In 2006, Locus Economica Founder and CEO Jean-Paul Gauthier evaluated Senegal’s legal framework for hosting SEZs on behalf of the World Bank’s Foreign Investment Advisory Service (FIAS), resulting in various recommendations in this regard. A 2007 law, sponsored by the UAE’s Jebel Ali Free Zone and by the IFC, subsequently created the basis of the Dakar Integrated SEZ, an initiative which could however not at the time be launched, owing to the 2008 global economic meltdown.
