Addressing Administrative Barriers to Investment in Algeria

Removing administrative barriers to investment is central to Locus Economica's work for governments. Using both special economic zones and broader nationwide reforms, we remove constraints on investment by investigating the challenges to operating a business and advising on methods of removing those challenges.

From 1999-2001, Locus Founder and CEO Jean-Paul Gauthier helped Algeria remove investment barriers by leading USAID's Investor Roadmap for Algeria Program. The USAID Investor Roadmaps help identify the major barriers to investment in developing countries and assist governments to remove those constraints. The roadmaps typically first analyze each procedure for establishing a new business in a country, then include workshops with government officials to discuss those procedures, and, finally, offer technical assistance to remove, reduce, or simplify procedures affecting businesses.
